I like their choice of headline image...

It's not an epidemic, but I support some sort of Common Sense regulation that says there are some places you shouldn't fly something because of the possible impact to others. A Punishment Modifier of sorts. If you have an accident that impacts traffic or creates a safety hazard that has to be dealt with, that's +1. If you damage physical property (dent a car, break a window) that's +2. If you harm people/flora/fauna, that's +3. You caused harm that was completely avoidable. Doesn't DOT or HSMV have something in the books for improperly secured load in/on a vehicle? Some sort of penalty add-on system? Now the big difference would be there's a paper trail tying an owner (and possibly operator) to a vehicle, and without that in place how do you know who to punish for drone accidents? This is going to come up time and again until the RC operators are no longer anonymous. So solve this in an agreeable way so we can all move on. Go on... we're waiting.

There are already TFR's submitted by the FAA there is a blanket TFR that covers this under the power plant section.

    http://www.modelaircraft.org/files/1...RAuthority.pdf

    Specifically:

FDC 4/0811 FDC ...SPECIAL NOTICE... THIS IS A RESTATEMENT OF A PREVIOUSLY ISSUED ADVISORYNOTICE. IN THE INTEREST OF NATIONAL SECURITY AND TO THE EXTENT PRACTICABLE, PILOTS ARESTRONGLY ADVISED TO AVOID THE AIRSPACE ABOVE, OR IN PROXIMITY TO SUCH SITES AS POWERPLANTS (NUCLEAR, HYDRO-ELECTRIC, OR COAL), DAMS, REFINERIES, INDUSTRIAL COMPLEXES, MILITARYFACILITIES AND OTHER SIMILAR FACILITIES. PILOTS SHOULD NOT CIRCLE AS TO LOITER IN THE VICINITYOVER THESE TYPES OF FACILITIES.
So the only thing missing is the ability to locate the pilot easily.
