I would recommend the DJI Naza kit if you want plug n play. I have only read reports of them, but the Naza kit seems pretty solid and has a lot of features. Grab a used Futaba 7c or 9c (get FM if you want to keep it cheap and use it as an FPV platform), just keep watching classifieds. I have a DJI Wookong-m system that is much more money, but is quite an amazing setup.
If you want to DIY and tinker there are many frames available and all sorts of controllers with different levels of ability. If that is a hard budget limit, you will need to go this route. There are some good Multicopter groups out there too as there is a LOT of different setups.
Of course if you need batteries and chargers and tools to build, that budget is a bit on the low side.

I am so sorry I should have elaborated, I have a Futaba 7c, 2x 3300 lipos 1x 2200 nano tech with a charger. So all I need is the quad itself.
I have an small foam trainer (EzFly Trainer) and a Ez Star Clone more exactly the Sky Floater.
I have a 1.28ghz video transmitter and camera. Just looking for the quad.
So then it comes down to how much you want to tinker. The open source ones Multiwii, kk, openpilot can fly very well, but some need some patience and computer skills. Hoverfly, DJI, XAir, Gaui and others are more plug and play. MK can be a bit of work too.
XAir might be getting their stuff together, and Gaui is also promising upgrades last I checked. However what I have seen of the Naza is very good. For ~$400 you can get a frame, motors, escs and Naza controller.
But also check out quadframe.com. That is where I bought my frame and gimbal. He makes a great product, it comes with spare parts too. He also sells a decent KK board for his stuff if you want, plus he supports it on RCG personally. I can vouch for his frames, maybe not as flashy as some, but solid and well thought out.
